IAS Durga Shakti Nagpal, who secured AIR 20 in UPSC CSE and went on to become a decorated civil servant,  is a superwoman who stood firm against corruption and societal issues, inspiring many. With a lineage of sacrifice and service—her grandfather gave his life for the country, and her father, a civil servant, was honoured with the Rashtrapati Purashkar—Nagpal was destined for greatness.

Early in her career, she faced her first challenge when villagers sought her help against the sand mafia, which was devastating their lands and altering the course of the Yamuna River, leading to floods and destruction. Determined by the height of the problem, Nagpal planned a strategic attack on the mafia’s operations. She conducted raids in complete secrecy, resulting in the seizure of numerous vehicles and the arrest of 120 individuals involved in illegal sand mining. Her actions not only restored the agricultural lands but also contributed 80 crore rupees to the government treasury. While the farmers expressed their gratitude with simple homemade gifts, Nagpal faced threats and intimidation from the mafia, showcasing the stark contrast between the love of the community and the wrath of the wrongdoers. She shares that once when her parents were traveling somewhere, their vehicle was stopped midway and the goons asked he father if she didn’t stop then they would kidnap her. However her father was fearless and he replied, “No matter what you do, you can not harm my daughter”.  

Reassignment and Recognition

Despite her significant achievements, Nagpal’s journey took a twist when she was reinstated to another location. She thought her act would be appreciated however she was reinstated to another place. She recalls the newspaper heading that said, “Durga Shakti Nagpal reinstates with ‘full honours,’ inquiry called off”. This serves as proof of her integrity and dedication. She tells us that when someone works with sincerity and full dedication without any selfish motive they are always rewarded in innumerable ways. This episode in her career underscored the idea that true dedication to public service often comes with its set of challenges, but the rewards, though not always immediate or visible, are profound.

Advocacy for Sanitation in Kanpur

In 2014, Nagpal’s battlefront shifted to Kanpur, where she addressed the deeply rooted issue of open defecation. Toilets, in the urban cities, are common. However, in rural areas toilets in houses were considered impious and something that meant going against the customs. People defecated in open fields or went to the jungles. This brought a lot of diseases, especially in women. A more difficult problem was if any women wanted to defecate then they had to wait till dark to go to the fields. So that no one sees them and sexually harasses them. These women used to go to the fields in groups at night so that they were safe together and no one saw them. 

Understanding that the challenge was not only about the lack of infrastructure but also about changing long-standing cultural norms, she introduced the concept of “Preraks” or motivators. These were respected villagers who helped change the mindset towards sanitation, leading to a remarkable transformation in the community’s approach to hygiene and health.

A Green Revolution in Mathura

By 2015, Nagpal had moved on to Mathura, facing the daunting task of combating the severe groundwater crisis. The neighbouring districts including Mathura are declared as Dark zones meaning the groundwater table has reached the bottom and water can no longer be drawn from the ground. There were targets given to each district for tree plantation and the target was 5 lakh plants in seven days. Keeping in mind Mathura’s situation 5 lakhs was a small target. Unshaken by the ambitious targets, she spearheaded a massive tree plantation drive, aiming for 25 lakh saplings against the set target of 5 lakh. Her efforts resulted in an astonishing 85% survival rate of the saplings, a testament to her effective planning and execution. This initiative not only addressed the immediate environmental concerns but also set a precedent for future conservation efforts.

Nagpal’s journey from battling the sand mafia to driving social change in sanitation and environmental conservation is a testament to her unwavering spirit and dedication. Her story teaches us that real challenges begin after achieving personal milestones, like clearing the UPSC exam in her case. She emphasizes the importance of moving forward fearlessly, assuring that support will follow from those who believe in the cause.
