UPSC in Hindi ki details
Union Public Service Commission jisko log UPSC ke naam se bhi jante hain, India ki premier central recruiting agency hai. Iss agency ki sabse bari responsibility hai appointments aur examinations central services ke Group A aur Group B ke liye. Yeh agency Royal Commission ke naam se Lord Lee of Fareham ki Chairmanship mein aur British Government ke under saal 1923 mein introduce hui thi.
Iske baad san 1935 mein Government of India Act ke under Federal Public Service Commission introduce hua tha jo azaadi ke baad ban gaya Union public service Commission, aur 26 January 1950 mein iss commission ko constitutional status milli thi.
Constitutional Status
UPSC ki Constitutional status ke bare mein India ke constitution ke Part XIV mein diya hua hai Part XIV of the Constitution of India. Iske mutabik Part XIV ke Article 315 se leke Article 323 mein, jo ki titled hain Services under Union and States, Public Service Commission ke bare mein jaankari diyi gayi hai Union aur har ek States par. UPSC humare constitution mein unn gine chune institutions mein se hai jo ki autonomy aur freedom se kaam karte hain, jaise ki Election Commission aur huamre Desh ki Higher Judiciary.
UPSC mein Appointment
Article 316 ke mutabik UPSC ka Chairman aur baaki members ko humare Desh ke President duwara appoint kiye jaata hai, iske alawa agar kissi bhi reason ke wajah se UPSC ke Chairman ki seat vacant hojati hai toh President commission ke baaki members mein se kissi ek member ko choose karte hain jo phir Chairman ka role leleta hai.
Article 319 ke mutabik, koi bhi insaan apne Chairman ki term ke expiratiokn ke baad uss office mein reappoint nahi ho sakta hai. Magar ek commission ka member eligible hoga reappointment ke liye as a Chairman, apne term ki expiration ke baad.
UPSC ke Functions
Article 320 ke mutabik UPSC ki duty hoti hai ki woh examinations conduct karwaayen appointments ke liye Union ki services mein.
Iske alawa Union Public Service Commission se inn matters pe consult kiya jaayega:
- Recruitment ke tareeke civil services aur civil posts ke liye
- Appointments karna civil services aur civil posts ke liye
- Transfers aur promotions karna ek service se dusri service mein
- Suitable candidates ko dhoondna aur select karna appointments, promotion aur transfers ke liye
- Saare disciplinary matters mein jo ek serving civil servant se jude hue hon
- Har woh award of pension ke claim jo injuries se jude hue hon uss civil servant ki jisse woh injuries service karte samein hui hon.
UPSC ke Groups
UPSC mein mainly teen Groups hote hain All India Services, Group A aur Group B jissmein candidates ko appointment diyi jaati hai. Inn groups mein candidates ko appointment apne UPSC ke selection process ki performance ke basis pe milti hai. Iska udaaharan hai ki joh candidates UPSC ke selection process mein bahut acha karte hain unhe All India Services ya Group A ki preference milti hai aur baaki candidates jo qualify kar jaate hain unhe Group B ki preference milti hai.

UPSC ki Eligibility
1)Nationality
UPSC ke liye eligible hone ke liye candidates ko Indian citizen hona bahut jaruri hota hai, agar kisi candidate ke paas Indian nationality naa ho toh woh iss paper ke liye qualify nahi kar paayenge.
2)Education Qualification
UPSC ke paper ke liye eligibilty prapt karne ke liye candidates ke paas kissi bhi recognised Indian University, College ya Institution ki bachelors degree hona zaruri hai.
3)Age
General category ki minimum age limit hai 21 years (1st August, 1999 ke baad nahi) aur maximum age limit 32 years (2nd August, 1988 se pehle nahi) hai as on 1st August, 2020.
Iske alawa aur criteria’s age se related:
- Scheduled caste aur Scheduled tribe (SC/ST) ke candidates ko maximum age limit mein 5 years ki relaxation milti hai.
- Other Backward Caste (OBC) ke candidates ko 3 years tak ka relaxation milta hai.
- Candidates jo Jammu & Kashmir mein January 01, 1981 se December 31, 1990 tak rahete the unko 5 years tak ki relaxation milti hai.
- 3 years ki relaxation unn candidates ko milti hai jo Defense Service Personnel hote hain aur jo disabled hojate hain service ke dooran dushman desh mein ya phir desh ke kisi disturbed area mein.
- 5 years ki relaxation milti hai unn candidates joh ex-servicemen hote hai including commissioned officers aur ECOs/SSCOs jinhone kam se kam 5 years ki military service ki ho August 01, 2020 tak aur jo release hogaye hain kyunki:
- Unhone apna assignment khatam kar diya hai.
- Jinki koi physical disability hogayi ho Military Service ke karan
- Ya phir invalidment ke karan
- 5 years ki relaxation ECOs/SSCOs ke candidates ko jinhone initia period of assignment jo ki 5 years ki Military Service hoti hai complete kardi ho. August 01, 2020 tak, saath hi saath unka assignment extend hogaya ho initial period se zyada jiske wajah se Ministry of Defense ek certificate issue karega jisse candidate apply kar sakte hain civil employment ke liye.
- PWD Candidates ko relaxation upto 10 years tak ka milta hai
4)Physical standards
Government of India ke dwara form kiya hua Physical test qualify karna bhi bahut important hota hai eligibility prapt karne ke liye.
- Physically fit hona duties aur services karne ke liye bahut important hota hai.
- Saath hi saath candidates ko mentally fit hona bhi bahut jaruri hota hai.
- Jo candidates mental aur physical fitness ke test mein qualify nahi karte hain unn candidates ko appointment nahi milti hai.
5)English
Kisi bhi Civil Services ke profession ke liye English harr candidate ke liye madatory hota hai, English pe acchi hona zaruri eligibility criteria hota hai Public Services mein kaam karne ke liye.

UPSC ka Selection Process
UPSC ka selection process 3 steps ka hota hai, jo hain
- Step 1- Prelims Exam
- Step 2- Mains Exam (Written + Personality Test)
- Step 3- Interview
Prelims Exam
UPSC ke liye qualify karne ke liye sabse pehla step Preliminary Examination yani ki Prelims ka hota hai. Prelims mein mainly do papers hote hain. Ye dono papers Objective Type hoet hai.
I) Paper-I of Civil Services (Preliminary) Examination
II) Paper-II of Civil Services (Preliminary) Examination of General Studies mein 33% qualifying marks laane zaruri hai Mains exams ke liye qualify karne ke liye.
- Ye dono exams 200 marks each ke hote hai yani Prelims exam total 400 marks ka hota hai.
- Iss exam is duration total 4 hours hai yaani 2 hours each exam.
- Question paper dono Hindi & English mein set kiya jayega.
- Prelims mein wrong answer ki negative marking hoti hai. Har wrong answer ke 0.33 marks kaate jaate hai.
- Agar kisi candidate ne ek zayda answer mark kiya to usse wrong answer maana jayega chahe unme se ek answer sahi ho.
- No answer ke liye negative marking nahi ki jayegi.
Mains Exam
Prelims clear karne ke baad next step hota hai Mains ka. Manis ke liye qualify karne ke liye candidates ko kam se kam 33% aur zyada marks lane hote hain Prelims ke exams mein. Mains mein do exam hote hai – Written exam & Personality Test.
- Written Exam mein total 9 paper honge jisme se 2 paper qualifying paper honge.
- Ye exam essay format mein hote hai. Har exam ka duration 3 hours ka hoga.
- Question paper dono Hindi & English mein set kiya jayega.
